1. Call to Order and Quorum

2. Election of Board Chair and Vice Chair
Board Chair
- Motion by Aaron Jackson to appoint Logan Wallis as Chair.
- Second by Allyson Gault.
- Vote: Unanimous approval.
- City Attorney Jon Thatcher declared the motion carried.
Vice Chair
- Motion by Aaron Jackson to appoint Jasmin Canales as Vice Chair.
- Second by Allyson Gault.
- Vote: Unanimous approval.
- City Attorney Jon Thatcher declared the motion carried.
3. Approval of Prior Meeting Minutes
- Motion by Allyson Gault to approve the minutes of the December 15, 2021 Zoning Board of Adjustment meeting.
- Second by Aaron Jackson.
- Vote: Unanimous approval.
- Chairman Logan Wallis declared the motion carried.
4. Appeal of Administrator’s Decision
Subject: Interpretation of development standards for the Williamsburg East Planned Development
Appellant: Stephen Brooks, CEO, Grand Homes
Location: Memorial Parkway and Gettysburg Boulevard (Rockwall CAD Property ID 107335)
a. Appellant Presentation
- Stephen Brooks presented a request related to J-swing garage configurations for the Williamsburg East Planned Development (Edgewater).
- The presentation included comparisons of front-entry and J-swing garage configurations.
- Jon Thatcher, City Attorney, cross-examined Mr. Brooks.
- Eric Little, 15454 Dallas Grand Home Parkway, spoke in favor of the appeal.
b. City Administrative Official Presentation
- Ryan Wells, Director of Planning and Development Services, presented the administrative interpretation and applicable standards.

- Motion by Aaron Jackson to affirm the administrative official’s decision:
- No second; motion failed.
- Motion by Allyson Gault to reverse the administrative official’s decision:
- Second by Jasmin Canales.
- Vote:
- Ayes: Logan Wallis, Jasmin Canales, Allyson Gault
- Nays: Aaron Jackson
- Motion failed due to insufficient votes.
- City Secretary noted the four-vote requirement for reversal or modification.
5. Adjournment
- Motion by Aaron Jackson to adjourn.

- Vote: Unanimous approval.
