Notice of Attendance

  • Notice was given that the City Council may be in attendance at the Planning and Zoning Commission meeting held on January 20, 2022, at Fate City Hall, 1900 CD Boren Parkway, Fate, Texas.

Call to Order and Quorum

  • Chairman Scott Kelley called the meeting to order at 6:00 p.m. on January 20, 2022, at Fate City Hall.
  • City Secretary Victoria Raduachel confirmed the presence of a quorum.

  • Approval of Minutes from the Planning and Zoning Commission meeting held December 16, 2021.
    • Motion to approve by Commissioner Dann.
    • Second by Commissioner White.

Action Items / Public Hearing

Future Land Use Plan (FLUP) Map Amendment — Case # FLUP-21-003

  • Application for a Future Land Use Plan Map Amendment for a 9.91-acre parcel to change land use designation from Rural Reserve to Business & Innovation Center for future light industrial use.
  • Property details:
    • Approximately 9.91 acres
    • Currently vacant and undeveloped
    • Located on Parcel 11202, south side of Riding Club Road, between Riding Club Road Mini Storage and Riding Club Commercial Park
    • Legal description: A0120 R IRVINE, Tract 20, Acres 9.91

Staff Presentation

  • Ryan Wells, Director of Planning & Development Services, presented an overview of the application, including:
    • Existing Rural Reserve designation and agricultural zoning
    • Proposed Business & Innovation Center designation
    • Compatibility with the City of Fate Comprehensive Plan
    • Notification to 13 properties (eight homes, two self-storage sites, Mobile City, and Fun Town RV)
    • One citizen response opposing the amendment due to insufficient information regarding business type, hours of operation, and sewer requirements.

Applicant Presentation

  • Applicant Robert LaCroix, 4517 Scenic Drive, Rowlett, Texas, presented an overview of the application and answered questions.
  • Clark Staggs, Commercial Real Estate Broker, spoke in favor of the FLUP amendment.
  • Scott Campbell, operator of Compass Self Storage at 159 Riding Club Road, spoke expressing concern regarding potential impacts to his business.

Public Hearing

  • Chairman Kelley opened the public hearing at 6:31 p.m.
  • Robert LaCroix spoke in support of the FLUP map amendment.
  • Chairman Kelley closed the public hearing at 6:32 p.m.

Commission Action

  • Discussion occurred regarding the application of the Business & Innovation Center designation to other similar properties along Riding Club Road.
  • Commissioner Burkhart moved to approve FLUP Case # FLUP-21-003 with the recommendation to change the entire area south of Riding Club Road, north of the railroad, and west of Mobile City to the Business & Innovation Center land use designation.
  • Commissioner Priest seconded the motion.
  • Vote:
    • Ayes: Chairman Kelley; Commissioners Burkhart, Dann, Priest, and White
    • Nays: None
  • Motion carried unanimously.

  • Commissioner Dann moved to adjourn.
  • Chairman Kelley seconded the motion.
  • Vote:
    • Ayes: Chairman Kelley; Commissioners Burkhart, Dann, Priest, and White
    • Nays: None
  • Chairman Kelley declared the meeting adjourned at 6:45 p.m.
