Unified Development Ordinance Update Workshop

Review of Project Scope

  • Ryan Wells outlined the anticipated structure of upcoming workshop meetings.

    • UDO audit and crosswalk (Module 1)
    • Existing and proposed districts
    • Street types for character districts
    • Fiscal integration

    • Nonconformities
  • November was identified as the target completion timeframe for the UDO.

Forward Fate Themes

  • Align the UDO with the Comprehensive Plan.
  • Incorporate strong towns principles, including missing middle housing and incremental development.
  • Enhance design or performance standards in special districts.
  • Prioritize walkability in all zoning districts.
  • Create a more user- and resident-friendly document.
  • Codify fiscal analysis.

UDO Audit — Module 1

  • Add zoning districts to accommodate middle housing and small-scale commercial development.
  • Add a district for light industry and professional offices in mixed-use environments.
  • Rename certain districts for clarity.
  • Reorganize special districts into a unified framework.
  • Remove districts that are unused or no longer relevant.

Existing and Proposed Districts

  • Residential: No change to district names or primary land use.
  • Commercial: Align commercial and industrial districts with current needs.
    • Discussion occurred regarding industrial building size and proximity to neighborhoods.
  • Public: No change to district names or primary land use.

Character Districts

  • Recommendation to reorganize special districts into a unified framework.
  • Recommendation to rename special districts as character districts.
  • Discussion occurred regarding street width and lane count.

Fiscal Integration

  • City revenue per acre

  • Fiscal impact of single-family residential lot sizes
  • Fiscal impact of commercial lot sizes

City Secretary’s Note:
Jon Thatcher, City Attorney, exited the meeting at 7:25 p.m. and returned at 7:29 p.m.

  • Consideration of floor area ratio.
  • Regulatory limitations on building materials and the use of development agreements or exchanges.

Definitions discussed:

  • Nonconforming Use: Use not allowed in the district.
  • Nonconforming Structure: Structure not compliant with district regulations such as setbacks or yards.
  • Nonconforming Lot: Lot smaller than zoning standards, including frontage, size, or depth.
  • Nonconforming Site: Development not compliant with standards such as landscaping, parking, or design.

General Discussion

  • The Commission was informed that draft materials were expected within the next month.
  • Ryan Wells stated the Commission would be notified when UDO discussions would appear on future agendas.

Adjournment

  • Commissioner Wiemokly moved to adjourn.
  • Commissioner Kiser seconded the motion.
  • Vote:
    • Ayes: Chairman Kelley; Commissioners Dann, Wiemokly, Jackson, and Kiser
    • Nays: None
  • Motion carried unanimously.
  • Chairman Kelley adjourned the meeting at 7:50 p.m.
