1. Call to Order and Quorum
- Chairman Steve Dann called the meeting to order at 6:01 p.m.

3. Consent Agenda
Items considered routine and approved by one motion:
- Approval of minutes from the Bus Tour of Exemplary Projects held February 11, 2023.
- Approval of minutes from the meeting held February 16, 2023.
- Approval of a final plat for 7.356 acres of a 50.031-acre tract for a car wash and lube site and four additional commercial pad sites (Case #FP-23-001), generally located at the northeast corner of State Highway 66 and W.E. Crawford Road.
Action:
- Motion to approve by Commissioner Sykes.
- Second by Commissioner Jackson.
- Vote: Unanimous approval.
4. Action Items / Public Hearings
A. Zoning Change and Concept Plan
Cases: ZR-22-010 and CP-23-001
Request: Zoning change from Agriculture (A) to Planned Development (PD) and approval of a concept plan for a mixed-use development known as Ascend at Fate.
Location: North side of State Highway 66, approximately 1,470 feet west of the intersection with Ben Payne Road.
Staff Presentation
- Presented by Ryan Wells, Director of Planning & Development Services.
- Project description included:
- 245 single-family detached homes
- 82 townhomes
- 358-unit multifamily development
- 156-unit build-to-rent (casitas) development
- Approximately 4 acres of commercial development
- Approximately 26 acres of open space and community park
- Fiscal analysis and public notice summary were provided.
Public Notice
- 22 notices sent.
- 12 responses received:
- 1 in support
- 11 in opposition
Applicant Presentation
- Presented by Andrew Wiley of OHi Communities, LLC / D.R. Horton.
- Supporting consultants addressed traffic and infrastructure topics.
Public Hearing
- Opened at 7:32 p.m. by Chairman Dann.
- Multiple speakers spoke both in opposition and in support.
- Additional individuals requested opposition be entered into the record without speaking.
- Public hearing closed at 8:06 p.m.
Commission Action
- A motion to modify the plan to require a community park failed for lack of a second.
- Final Motion:
- Approval of CP-23-001 with staff-recommended conditions.
- Approval of ZR-22-010 with staff-recommended conditions, excluding one condition and amending another related to building length.
- Vote:
- Ayes: Dann, Priest, Wiemokly, Kiser, Jackson
- Nays: Sykes
- Motion carried.
5. Director’s Report
- Ryan Wells reported that the City of Fate was selected for the Strongest Town Competition.
