Call to Order and Roll Call

  • A quorum was confirmed.

  • Spencer Foster, Assistant City Manager

Approval of Minutes

  • Consideration of the minutes from the Parks and Recreation Advisory Board meeting held October 4, 2022.
  • Motion to approve made by Board Member Brafman.
  • Seconded by Board Member Harris.
  • Vote:
    • Ayes: King, Brafman, Harris, Sine
    • Nays: None
  • Motion carried unanimously.

Fate Station Park

  • Spencer Foster, Assistant City Manager, provided a presentation regarding Fate Station Park.
  • Topics included:
    • Acceptance of a grant for matching funds in September
    • Purchase order sent to Kraftsman in October
    • Estimated 17–20 weeks for playground equipment manufacturing and creation
    • Ongoing construction on surrounding properties

Joe Burger Park and Ribbon Cutting Ceremony

  • Spencer Foster provided a presentation regarding Joe Burger Park and the ribbon cutting ceremony.
  • Topics included:
    • Ribbon cutting held November 12, 2022, at 10:00 a.m.
    • Approximately 100 attendees, including members of the Burger family
    • Cookies sponsored by FRESH and Verdunity
    • Hot cocoa provided by KONA and paid for by the city
    • Frisbees and tennis balls provided by the city
  • Park finalization items discussed:
    • Completion of remaining construction items prior to acceptance (courts, signs, trash cans, benches)
    • Final inspection for TPWD grant after acceptance
    • Submission of $150,000 grant reimbursement to TPWD following final inspection
  • Board discussion included:
    • Available funds for development fees

Park Master Plan and Development Fees

  • Steve Gilbert, Director of Community Services and Building Safety, provided a presentation.
  • Topics included:
    • Parks Master Plan approval by City Council on October 17
    • Implementation of the plan in progress
    • Preliminary discussions with Parkhill regarding updates to park development fees

Christmas Tree Lighting

  • Spencer Foster provided a presentation regarding the Christmas Tree Lighting event.
  • Topics included:
    • Event scheduled for Friday, December 2, 2022, from 6:00 p.m. to 8:00 p.m.
    • 20 sponsors totaling $16,800
    • Seven school performances confirmed
    • Attendance by Santa, Mrs. Claus, a light show, activities, and In-N-Out confirmed
    • Volunteer portal open with over 30 volunteers registered
  • Board discussion included:
    • Event parking arrangements
    • Activities planned
    • Bad weather protocol
    • Cookies for s’mores

YMCA Partnerships

  • Spencer Foster provided a presentation regarding YMCA partnerships.
  • Topics included:
    • Youth Sports Services draft agreement:
      • City to provide outdoor fields as possible
      • City to provide meeting space as possible
      • City to assist in program promotion
      • City to provide a quarterly management fee of $2,500 beginning January 2023
    • YMCA and PTAA collaboration:
      • Swim team consisting of approximately 50% PTAA students
      • Free community safety swim lessons each summer
  • Board discussion included:
    • Presentation of the item to City Council on December 5
    • City responsibility for maintenance of the fields
    • Fee structure adjustments in the second year
    • Provision of goal posts and field items by the City
    • Reservation scheduling for fields
    • Initial focus on soccer with potential expansion to other sports
    • Cost breakdown not yet provided by YMCA
    • City outreach to YMCA regarding partnership
    • Desire for a finalized plan prior to decision-making
  • Steve Gilbert stated staff would compile requested items and return the agenda item to the Board at a later date.

2023 Meeting Schedule

  • Samantha Harris, Deputy City Secretary, presented the proposed 2023 meeting schedule.
  • The Board agreed to the proposed special meeting dates for the 2023 calendar.
