Time Called to Order: 6:00 p.m.


1. Call to Order and Quorum

  • Mayor David Billings called the meeting to order.
  • Samantha Harris, Deputy City Secretary, confirmed a quorum.
  • Council Members Present:
    • David Billings, Mayor
    • Mark Harper, Deputy Mayor Pro Tem
    • Allen Robbins, Mayor Pro Tem
    • Codi Chinn
    • Scott Kelley
    • Mark Hatley
    • Lance Megyesi
  • Council Members Absent: None

2. Invocation and Pledge of Allegiance

  • Invocation given by Pastor James Gilbert, FAME Mission Church.
  • Council led the Pledge of Allegiance to the American and Texas Flags.

3. Presentations

A. Suicide Prevention Proclamation

  • Mayor Billings read a proclamation declaring September as Suicide Prevention Month in the City of Fate.

B. Economic Development Update

  • Justin Weiss, Economic Development Manager, presented an update and answered council questions.
  • Topics included population, tax rates, sales tax collections, general fund forecasts, and current and future development.

4. Public Comment

  • Rod Brumlow, 102 Jeremy Drive, addressed the Council regarding retail in the City of Fate.

Items A–M were presented and considered together, including:

  • Approval of August 12, 2024 meeting minutes.
  • Approval of July 2024 financial report.
  • Approval of multiple Public Improvement District annual service plan updates.
  • Approval of interlocal agreements with Rockwall County and the Texas Municipal League.
  • Approval of council travel expenses.
  • Budget amendments and approval of fire apparatus purchase.

Motion: Council Member Kelley
Second: Council Member Robbins

Vote:

  • Ayes: Chinn, Harper, Kelley, Robbins, Hatley, Megyesi
  • Nays: Mayor Billings

Result: Motion passed.


6. Action Items / Public Hearings

A. Public Hearing — Proposed 2024 Property Tax Rate

  • Opened at 6:43 p.m. by Mayor Billings.
  • Lorne Megyesi, 111 Mustang Drive, spoke regarding tax rate concerns.
  • Closed at 6:45 p.m.

B. Petition for Release from Extraterritorial Jurisdiction (ETJ)

  • Petition filed by Rebecca Toomey, Andrew Mask, and Charles Mask for property at 5760 S. FM 548.
  • Presentation by City Attorney Cynthia Kirchoff.
  • Motion: Mayor Billings to deny the petition.
  • Second: Council Member Harper

Vote:

  • Ayes: Billings, Chinn, Harper, Kelley, Robbins, Hatley, Megyesi
  • Nays: None

Result: Motion carried unanimously.

C. Micro-Transportation Ordinance (Night Use)

  • Presentation by Assistant City Manager Steven Downs.
  • Council and staff discussion held.
  • Action: None.

D. Substandard and Dilapidated Structures

  • Presentation by Steve Gilbert, Director of Community Services and Building Safety.
  • Council and staff discussion held.
  • Action: None.

7. Mayor, Council, and City Manager Reports

Mayor’s Report

  • Expressed thanks to city staff and Fate DPS.
  • Encouraged use of suicide prevention resources.

Council Reports

  • Multiple council members encouraged awareness of suicide prevention resources.
  • Council Member Robbins noted school traffic safety.
  • Council Member Kelley reported no comments.

City Manager’s Report

  • Assistant City Manager Steven Downs announced future council meetings would stream to YouTube.

8. Executive Session

  • Convened at 7:34 p.m. pursuant to Texas Government Code Sections 551.087 and 551.071.
  • Topics included economic development incentives and development agreements.

9. Reconvene into Regular Session

  • Reconvened at 8:31 p.m.
  • Action Taken: None.

10. Adjournment
