- City Attorney Jon Thatcher provided commissioner training, including:
- Roles and responsibilities of Planning and Zoning Commissioners

- Comprehensive planning, zoning ordinances, and subdivision regulations
- Sources and limits of municipal authority
- Conduct of public hearings and parliamentary procedure
- Ethics, conflicts of interest, and potential liability
- Discussion occurred among commission members on procedural and training-related topics.

- Consideration of a zoning change for five properties from Agriculture (A) to Neighborhood Commercial (NC).
- Properties located along State Highway 66 in Fate, Texas.

- Applicant presentations were provided by property owners.
- Public hearing opened and closed with no speakers.
- Motion to approve the zoning change with staff-recommended conditions:
- Motion by Commissioner Kiser.
- Second by Commissioner Priest.

Case SUP-22-004 — Special Use Permit
- Consideration of a Special Use Permit for a car wash on Highway Commercial–zoned property near Interstate 30.
- Staff presented the project description, approval criteria, fiscal analysis, and recommended conditions.
- Applicant presentation was provided.
- Public hearing opened and closed with no speakers.
- Motion to approve the Special Use Permit with staff-recommended conditions:
- Motion by Commissioner Jackson.
- Second by Commissioner Kiser.
- Vote: Unanimous approval.
Director’s Report
- The next regular Planning and Zoning Commission meeting was scheduled for October 20, 2022.
- An optional joint work session with the City Council was scheduled for October 17, 2022.
