Capital Impact Advisory Committee — Action Items
Approval of Minutes (February 16, 2023 Joint Meeting)
- Motion to approve by Committee Member Kiser; seconded by Committee Member Jackson.
- Vote: Unanimous approval.
Impact Fees Report on Projects and Funds
- Project Engineer Josue Flores presented an overview, including reimbursement status, project updates, balances, and impact fee collections.
- Discussion included water supply risk and communications with the North Texas Municipal Water District.
- Motion to accept the report by Committee Member Jackson; seconded by Committee Member Rathje.
- Vote: Unanimous approval.
Impact Fee Study and Recommendations
- Presentations by Andrew Simonsen and Pete Kelley (Kimley-Horn) covered:
- Impact fee components, service areas, service units, land use assumptions
- Master Thoroughfare Plan (MTP) updates
- Impact fee methodology, credits, and study results
- Roadway, water, and wastewater impact fee data
- Collection rate options and staff recommendations
- Project schedule and next steps
- City Manager Michael Kovacs provided clarification regarding roadway impact fee surplus.
- Director Ryan Wells addressed vertical mixed-use considerations.
Actions Taken
- Motion to approve the Master Thoroughfare Plan Update.
- Motion to approve the Land Use Assumptions used in the study.
- Motion to endorse staff recommendations for impact fee collection rates.
- All motions carried unanimously.

- 5.320-acre tract north of I-30 and east of Encounter Church for a new and used car sales and service center.
- Motion by Commissioner Kiser; seconded by Commissioner Bushman.
- Vote: Unanimous approval.

Election of Officers
- Chairman: Steve Dann elected.
- Vice-Chairman: Kerry Wiemokly elected.
- Votes: Unanimous for both positions.
Preliminary Plat (Case #PP-23-005)
- Application for a gas station with convenience store at SH 66 and Ben Payne Road.
- Item removed by the applicant prior to the meeting.
Director of Planning and Development Services Report
- Joint work session with City Council scheduled for August 21 regarding the Stevenson property.
- Planning and Zoning workshop scheduled for August 30–31.
- Chairman Steve Dann expressed appreciation to City Attorney Jon Thatcher.
