Call to Order and Roll Call
- Chairman Tiffany King called the meeting to order at 6:02 p.m.
- A quorum was confirmed and roll call was conducted.

Citizen Comments
- No citizens were present wishing to speak.
Approval of Minutes (July 10, 2023)
- Board Member Barry Brafman moved to approve the minutes from the July 10, 2023 meeting.
- Board Member Virginia Harris seconded the motion.
- Vote:
- Ayes: Chairman King and Board Members Sine, Brafman, Harris, Dominique, Ijagbemi, and Holewinski
- Nays: None
- The motion carried unanimously.
Fate Station Park Acceptance
- Steve Gilbert, Director of Community Services and Building Safety, presented an update regarding Fate Station Park acceptance.
- Items reported:
- Replacement of landscaping has been delayed
- The promenade is close to acceptance
- Play structure is approximately 90 percent complete
- Bathroom order remains in process
- Weather-related delays are impacting progress
- Board discussion addressed:
- Weather-related construction considerations
- Changes in construction sequencing
- Prior experience with the general contractor on City projects
- Shade availability at the park
- Use of native, weather-hardy plants
Joe Burger Park Sports Fields
- Steve Gilbert presented an update regarding Joe Burger Park sports fields.
- Items reported:
- Funding is short for the soccer field
- A grant application has been submitted
- Board discussion addressed:
- The 19-acre site is deeded as parkland
- Grant reimbursement occurs after full payment
- Shade options and monitoring as trees mature
- Potential use of other fields
- Possible future activities including pickleball, volleyball, butterfly garden, and trails
- Phased improvements as funds become available
- A reported decrease in vandalism at Joe Burger Park
Celebrate Fate Update
- Ashley Martin, Community Services Coordinator, presented an update regarding Celebrate Fate.
- Items reported:
- Food vendors are scheduled and will be set up along the roadway
- A total of 53 vendors had signed up
- August 3 was identified as the final day for vendor sign-up
- Fate Pharmacy is scheduled to provide flu vaccines
- Royse City ISD approved use of two buses
- Board discussion addressed:
- Management of the pickleball tournament
- Inclusion of food vendors on the event flyer
- Inclusion of a notice that no alcohol will be sold
- Participation by Lions Club and Carter BloodCare
- A vendor cap of 60
- Event maps, QR codes, and restroom locations
- Weather contingency considerations
- Event amenities including shirts, game truck, face painting, and sensory activities
- Inclusion of the flyer in the monthly payment letter
