Call to Order and Roll Call
- The meeting was called to order at 6:01 p.m. by Vice-chairman Barry Brafman.
- A quorum was confirmed and roll call was performed.

Approval of Minutes (March 8, 2022)
- Motion to approve the minutes was made by Board Member Kimber Patterson.
- The motion was seconded by Board Member Delleez Dennis.
- Vote:
- Ayes: Vice-chairman Brafman; Board Members Hebert, Dennis, Harris, King, Megyesi, Patterson
- Nays: None
- The motion carried unanimously.
Texas Parks and Wildlife Grants
- Jessica Larson provided an update on the Texas Parks and Wildlife Department Local Park Grant.
- Information presented:
- Approval date: March 24
- Grant amount: $150,000 in matching funds
- Project location: Fate Station Park
- Total estimated playground cost: $497,893
- Playground description: historic railroad-themed, all-inclusive, sustainable
- Project timing: to begin during FY 2022/2023 budget
- Board discussion included:
- Sharing the grant award on Facebook.
Great American Cleanup
- Jessica Larson presented plans for the Great American Cleanup event.
- Information presented:
- Marketing outreach included Fate businesses and chambers, past participants, boards, social media and website, and volunteer databases including scouts, schools, churches, HOAs, CERT, and civic groups.
- Fourteen locations identified for cleanup.
- Sixty volunteers signed up at the time of the meeting.
- Blood drive scheduled from 11:00 a.m. to 4:00 p.m.
- Board discussion included:
- Volunteer response from the established volunteer database.
Fate Station Park
- Steve Gilbert briefed the Board on the status of Fate Station Park.
- Information presented:
- Final walk and acceptance had not yet taken place.
- Electrical component delays due to supply issues for walkway lights and panel box components.
- Grading and grass work scheduled for that week.
- Construction on surrounding properties expected to begin the following month.
- Board discussion included:
- Location of the playground funded by the Texas Parks and Wildlife grant.
Joe Burger Park
- Steve Gilbert provided an update on Joe Burger Park.
- Information presented:
- Concrete poured for tennis/pickleball and basketball courts.
- Utilities installed; awaiting transformer.
- Grading completed for berms.
- Parking lot and trail work anticipated that month, including lime, compacting, and concrete.
- Pond holding water.
- Board discussion included:
- Type of grass and approximate installation date.
Park Master Plan
- Jessica Larson presented information regarding the Park Master Plan.
- Information presented:
- Six-month planning process beginning March 24, 2022.
- Meeting schedule:
- May 3: Parks Board meeting (1 of 2)
- June 9: Community meeting
- July 18: City Council meeting (1 of 2)
- August 2: Parks Board meeting (2 of 2)
- September 19: City Council meeting (2 of 2)
- Materials provided for review prior to May 3 meeting:

- 2015 Comprehensive Plan – Parks, Trails, and Open Space
- Rockwall County Open Space Master Plan
- Board was asked to be prepared to discuss goals, strategies, potential additions, and prioritization.
- No discussion ensued.
