1. Call to Order and Quorum

  • Mayor David Billings called the meeting to order at 6:00 p.m.
  • City Secretary Victoria Raduechel confirmed a quorum.

2. Invocation and Pledge of Allegiance

  • Council Member Lance Megyesi delivered the invocation.
  • Council led the Pledge of Allegiance to the American and Texas Flags.

3. Presentations

  • Josh Findlay, CPA, Senior Manager with Forvis, LLP, presented the Annual Comprehensive Financial Report (ACFR) for the fiscal year ended September 30, 2023.
  • Council questions were addressed.

4. Public Comment

  • Rodney Brumlow, 102 Jeremy Drive, spoke regarding QuickTrip Retail.
  • No other speakers came forward.

The following items were approved by a single motion:

  • Approval of minutes from the January 22, 2024 Council Meeting
  • Approval of the January 2024 Financial Report
  • Resolution No. R-2024-013 authorizing a joint election agreement and election services contract for the May 4, 2024 General Election
  • Resolution No. R-2024-014 conditionally approving a preliminary plat for a 4.071-acre tract on Memorial Parkway (Case #PP-23-005)
  • Resolution No. R-2024-015 approving an interlocal cooperation contract with the Texas Department of Public Safety for the Failure to Appear Program
  • Resolution No. R-2024-016 acknowledging receipt of the ACFR for FY 2023

6. Action Items / Public Hearings

A. Ordinance No. O-2024-009 — Monterra Public Improvement District

  • Public hearing opened at 6:32 p.m.; no speakers.
  • Ordinance approving an amended service and assessment plan and assessment roll for Improvement Area #2 was adopted.

Vote: Approved unanimously


B. Ordinance No. O-2024-010 — Special Assessment Revenue Bonds

  • Hilltop Securities presented the issuance of Series 2024 Special Assessment Revenue Bonds for Monterra PID Improvement Area #2.
  • Ordinance approving issuance and sale of bonds was adopted.

Vote: Approved unanimously


C. Ordinance No. O-2024-011 — Zoning Change (ZR-24-002)

  • Request to rezone approximately 2 acres from Agriculture to Residential Estate at 4637 E. FM 552.
  • Public hearing opened and closed at 6:43 p.m.; no speakers.
  • Ordinance adopted.

Vote: Approved unanimously


D. Resolution No. R-2024-017 — Worthy Fate High School Site Plan (SP-23-021)

  • Site plan reviewed for a new high school campus at FM 552 and N. King Road.
  • Public hearing held with two speakers addressing fencing, taxation, and public safety.
  • Resolution approved with conditions, including fencing on the north and west property lines.

Vote: Approved unanimously


E. Ordinance No. O-2024-012 — Downtown Fate Proactive Zoning (ZR-24-001)

  • Proposed city-initiated rezoning of 96 downtown properties.
  • Public hearing held with multiple speakers in opposition.
  • Council voted to deny the ordinance.

Motion: Council Member Harper (to deny)
Second: Council Member Megyesi
Vote: Denial approved unanimously


F. Ordinance No. O-2024-013 — Homestead Exemption

  • Proposed 20% general homestead exemption discussed.
  • Public comments received.
  • Action postponed to April 15, 2024.

Second: Council Member Robbins
Vote: Approved unanimously


7. Mayor, Council, and City Manager Reports

  • Mayor and Council Members expressed appreciation to City staff, Fate DPS, and residents.
  • City Manager reported no items.

8. Executive Session

Council recessed into Executive Session at 8:43 p.m. to discuss:

  • Real property acquisitions
  • Consultation with legal counsel
  • City Attorney appointment

Executive Session convened at 8:50 p.m.


9. Reconvene into Regular Session

  • Executive Session adjourned at 9:44 p.m.
  • Council reconvened at 9:46 p.m.
  • No action taken on Executive Session items.

10. Adjournment
