1. Call to Order and Quorum
- Mayor David Billings called the meeting to order at 6:00 p.m.
- City Secretary Victoria Raduechel confirmed the presence of a quorum.

- Leigh Corson, Director of Human Resources

2. Public Comment
- Public comment procedures were read.
- No members of the public addressed the Council.
3. Approval of Prior Meeting Minutes
The following City Council meeting minutes were considered:
- October 16, 2023 Workshop
- October 16, 2023 Regular Meeting
- November 13, 2023 Special Meeting
- November 20, 2023 Workshop
- November 20, 2023 Regular Meeting
- Council Member Mark Harper made a motion to approve the minutes as presented.
- Council Member Lance Megyesi seconded the motion.
- Vote:
- Ayes: Mayor Billings; Council Members Buegeler, Harper, Kelley, Robbins, Megyesi
- Nays: None
- Mayor Billings declared the motion carried unanimously.
4. Executive Session
- The City Council recessed into Executive Session in accordance with Texas Government Code, Section 551.074.
- Purpose:
- Deliberation regarding the City Attorney
- The Council recessed at 6:01 p.m.
- Executive Session convened at 6:04 p.m.
- Executive Session recessed at 6:24 p.m. and reconvened at 6:43 p.m.
5. Reconvene into Regular Session
- Executive Session adjourned at 7:23 p.m.
- The City Council reconvened into Regular Session at 7:24 p.m.
- No action was taken on matters discussed in Executive Session.
6. Adjournment
- Council Member Allen Robbins moved to adjourn.
- Council Member Mark Harper seconded the motion.
- Vote:
- Ayes: Mayor Billings; Council Members Buegeler, Harper, Kelley, Robbins, Megyesi
- Nays: None
- Mayor Billings declared the motion carried unanimously.
- The meeting adjourned at 7:24 p.m.
