- Mayor David Billings called the meeting to order at 6:00 p.m.
- City Secretary Victoria Raduechel confirmed a quorum.

2. Invocation and Pledge of Allegiance

3. Presentations
- World Teachers’ Day Proclamation:
- Mayor Billings read a proclamation recognizing October 5, 2022, as World Teachers’ Day in the City of Fate and honoring teachers in Rockwall ISD, Royse City ISD, Pioneer Technology & Arts Academy, and Kingston Montessori Academy.
- Domestic Violence Awareness Month Proclamation:
- Council Member Buegeler read a proclamation recognizing October 2022 as Domestic Violence Awareness Month in the City of Fate.
- Employee Service Awards:
- Raju Anthony, William Rodriguez, and Ryan Ragan each received a certificate and five-year service lapel pin.
- Voice of the People Award:
- Mayor Billings presented the Polco/National Research Center Voice of the People Award – Transformation in Health and Wellness to Steve Gilbert and Spencer Foster.

5. Consent Agenda
