1. Call to Order and Quorum

  • Mayor David Billings called the meeting to order at 6:00 p.m.
  • City Secretary Victoria Raduechel confirmed a quorum.

2. Invocation and Pledge of Allegiance

  • Invocation delivered by Chris Binion of Encounters Church.
  • Council led the Pledge of Allegiance to the American and Texas Flags.

3. Presentations

  • World Teachers’ Day Proclamation:
    • Mayor Billings read a proclamation recognizing October 5, 2022, as World Teachers’ Day in the City of Fate and honoring teachers in Rockwall ISD, Royse City ISD, Pioneer Technology & Arts Academy, and Kingston Montessori Academy.
  • Domestic Violence Awareness Month Proclamation:
    • Council Member Buegeler read a proclamation recognizing October 2022 as Domestic Violence Awareness Month in the City of Fate.
  • Employee Service Awards:
    • Raju Anthony, William Rodriguez, and Ryan Ragan each received a certificate and five-year service lapel pin.
  • Voice of the People Award:
    • Mayor Billings presented the Polco/National Research Center Voice of the People Award – Transformation in Health and Wellness to Steve Gilbert and Spencer Foster.

4. Public Comment

  • No members of the public spoke.

  • Approval of minutes from the September 6, 2022, Council meeting.
  • Resolution No. R-2022-077 – Financial Management Policy.
  • Resolution No. R-2022-078 – Purchasing Policy.
  • Resolution No. R-2022-079 – Investment Policy and Strategies.
  • Resolution No. R-2022-080 – Denial of Oncor Electric Delivery Company LLC rate change application.
  • Resolution No. R-2022-081 – Ratification of grant application to USDOT Safe Streets and Roads for All (SS4A) Grant Program for South Ben Payne Road.

    • Approved unanimously.

    • Approved unanimously.

  • Convened at 6:38 p.m. to discuss:
    • Legal advice regarding a request for extension to a compromise settlement agreement for property at 120 Prince Road.
    • Right-of-way acquisition for road bond projects north and south of I-30.
  • Executive Session adjourned at 7:26 p.m.

  • Council reconvened at 7:27 p.m.
  • No action taken on items discussed in Executive Session.
