Resolution No. R-2023-029 — Canvassing Election Returns

  • Election results for Council Member Place 2 and Place 3 were presented by the City Secretary.
  • Motion to approve was made by Council Member Robbins and seconded by Council Member Megyesi.
  • Motion carried unanimously.

Public Comment

  • Joann Yott addressed the Council regarding a request to freeze taxes for residents over age 65 and raised concerns about downtown and school parking.
  • Milford R. Long addressed the Council regarding traffic enforcement, referenced prior discussions with Council members, and requested information on enforcement policies.

  • Acceptance of a sanitary sewer easement (Resolution No. R-2023-030)
  • SCADA System Phase 1 upgrade (Resolution No. R-2023-031)

  • Motion approved unanimously.

Mayor Pro Tem Election

  • Allen Robbins elected Mayor Pro Tem (Resolution No. R-2023-033).

Deputy Mayor Pro Tem Election

  • Lance Megyesi elected Deputy Mayor Pro Tem (Resolution No. R-2023-034).

Zoning Change — Case ZR-23-001

  • Rezoning from Agriculture to Neighborhood Commercial for approximately 4.071 acres of a larger 24.5-acre parcel.
  • Public hearing opened and closed.
  • Ordinance No. O-2023-016 approved unanimously.

Site Plan Approval — Bank with Drive-Thru

  • Approval of a site plan for a 4,400-square-foot bank with drive-thru on approximately 1.728 acres.
  • Resolution No. R-2023-035 approved unanimously.

Community Center Reservation Policy

  • Policy amended to allow Rockwall County residents to rent and reserve the Community Center.
  • Resolution No. R-2023-036 approved unanimously.

Irrigation Ordinance

  • Ordinance No. O-2023-017 approved establishing minimum standards for irrigation systems.
  • Vote carried with Mayor Billings opposed.
