1. Call to Order and Quorum
- Mayor David Billings called the meeting to order at 6:00 p.m.
- City Secretary Victoria Raduechel confirmed the presence of a quorum.

2. Invocation and Pledge of Allegiance
- Invocation was given by Daniel Ledford of Calvary Baptist Church.
- The Council led the Pledge of Allegiance to the American and Texas Flags.
3. Presentations
- Disabled American Veterans (DAV):
- Andre’ Jackson, Disabled American Veterans Chapter 137, presented the City of Fate with a plaque recognizing the City for providing a location for a Holiday Food Box distribution for veterans and first responders.
- Bleeding Disorders Awareness Month:
- Council Member Brandt read aloud and presented a proclamation declaring March 2023 as Bleeding Disorders Awareness Month in the City of Fate.
- Severe Weather Awareness Week:
- Council Member Buegeler read aloud a proclamation declaring March 6–10, 2023 as Severe Weather Awareness Week in the City of Fate.
4. Public Comment
- No members of the public were present wishing to speak.
5. Consent Agenda
Items Considered:
- Approval of minutes from the February 20, 2023 City Council meeting.
- Approval of Mayor travel expenses related to attendance at the Texas Municipal League Mid-Year Conference.
- Approval of Resolution No. R-2023-013 approving an updated Sex Offender Residency Restriction Map in accordance with City Code.
- Approval of Resolution No. R-2023-014 authorizing a Joint Election Agreement and election services contract with the Rockwall County Elections Administrator for the May 6, 2023 General Election.
Action Taken:
- Motion to approve the Consent Agenda made by Council Member Megyesi.
- Seconded by Council Member Brandt.
- Vote approved unanimously.
6. Action Items
A. Annual Comprehensive Financial Report (ACFR) – Fiscal Year Ended September 30, 2022
- Presentation of the Annual Comprehensive Financial Report was provided by representatives of Forvis, LLP.
- Resolution No. R-2023-015 acknowledging receipt of the ACFR was approved unanimously.
B. Facility Management and Consulting Services Agreement
- Discussion held regarding Resolution No. R-2023-016 approving a Facility Management and Consulting Services Agreement between the City of Fate and John Middleton for services related to the third-floor workspace at 110 E. Greenhill Lane.
- Resolution approved unanimously, authorizing the City Manager to execute the agreement.
C. City Council Rules and Order of Business
- Discussion held regarding City Council rules, order of business, and agenda-setting procedures pursuant to Section 3.06 of the City of Fate Home Rule Charter.
- No action was taken.
7. Mayor, Council, and City Manager Reports
- Mayor and Council Members provided reports and expressions of appreciation related to City staff, public safety, and community matters.
- The City Manager reported an upcoming Fate Municipal Development District meeting scheduled for March 14, 2023.
8. Executive Session
- The City Council recessed into Executive Session at 7:12 p.m. in accordance with applicable sections of the Texas Government Code to discuss security matters, legal consultation, and economic development negotiations.
9. Reconvene into Regular Session
- The City Council reconvened into Regular Session at 8:08 p.m.
- No action was taken on items discussed in Executive Session.
10. Adjournment
- Motion to adjourn made by Council Member Robbins.
- Seconded by Council Member Megyesi.
- Vote approved unanimously.
- The meeting adjourned at 8:08 p.m.
