Invocation and Pledge
- Invocation delivered by Daniel Ledford of Calvary Baptist Church.
- The Council led the Pledge of Allegiance to the American and Texas Flags.
Presentations
- Mayor Billings reported that the Texas Municipal Clerks Association awarded the City Secretary’s Office the 2023–2024 Municipal Clerk’s Office Achievement of Excellence.
- The award was presented to Victoria Raduechel, City Secretary, and Samantha Harris, Deputy City Secretary.
Public Comment
- Milford (Randy) Long, 2263 Bryant Lane, Fate, addressed the Council regarding an unanswered letter related to an open records request and expressed concern about enforcement of traffic laws within the city.
Consent Agenda
- Approval of the minutes of the May 1, 2023 City Council meeting.
- Approval of Resolution No. R-2023-037 designating the Director/Chief of the Fate Department of Public Safety as the authorized position to apply for and sign general issue license plates for exempt city vehicles.
- Approval of Resolution No. R-2023-038 supporting approval of a bid for the sale of a struck-off property and authorizing execution of related documentation.
Vote: Approved unanimously.
Action Items / Public Hearings
Proposed Annexation — Ordinance No. O-2023-018
- Public hearing held regarding the proposed annexation of approximately 6.21 acres of undeveloped land on Prince Lane, owned by Alexander Raymond Sullivan.
- No members of the public spoke.
- Ordinance approving the annexation and adopting a service plan was approved.
Vote: Approved unanimously.
Resolution No. R-2023-039 — Ben Payne Road Engineering Services
- Consideration of a professional engineering services agreement with Kimley-Horn and Associates, Inc. for the Ben Payne Road project (Hwy 66 to CD Boren Parkway).
- The agreement includes design, bidding, and construction services in the amount of $164,000, funded through the Roadway Impact Fee Fund.
Vote: Approved unanimously.
Resolution No. R-2023-040 — Fate Station Park Restroom
- Discussion held regarding the proposed purchase of a pre-constructed restroom facility for Fate Station Park.
- Public comments were received both in opposition to the purchase and requesting alternative restroom configurations.
- Council reached consensus directing staff to research the cost of adding a family-style restroom and return with information at the June 20, 2023 Council meeting.
Short-Term Rental Regulations
- Discussion held regarding the potential development of ordinances regulating short-term rentals within the City of Fate.
- The City Attorney advised that a draft ordinance would be brought forward at a future Council meeting for discussion.
Appointment Policy and Procedures
- Discussion held regarding potential amendments to policies governing appointments to city boards, commissions, and City Council vacancies.
- Council directed staff to prepare an amended appointment policy incorporating specified procedural changes for future consideration.

Mayor’s Report
- The Mayor expressed congratulations and appreciation to city staff and thanked residents for attending and participating in the meeting.
Council Reports
- Council members provided expressions of appreciation for city staff and public safety personnel, community reminders, and announcements of personal and community interest.
City Manager’s Report
- Upcoming meetings and events were announced, including Parks Board and Planning and Zoning Commission meetings.
- City offices were announced to be closed on June 19, 2023, in observance of the Juneteenth holiday.
Executive Session
- The City Council recessed into Executive Session in accordance with Texas Government Code Section 551.074 to deliberate matters related to the City Manager.
- No action was taken following reconvening into regular session.
Adjournment
- The meeting was adjourned at 7:44 p.m. following a unanimous vote of the Council.
