Invocation and Pledge

  • Invocation delivered by Chris Binion of Encounter Church.
  • Council led the Pledge of Allegiance to the American and Texas flags.

Presentations

  • Employee Service Award presented to Scott Monaghan recognizing five years of service to the City of Fate.
  • Rockwall Central Appraisal District presentation was not delivered due to the absence of the Chief Appraiser.
  • Stormwater Management Program (MS4 Permit) education update presented by the Director of Public Works and the Stormwater Compliance Technician, including discussion of program components and responses to council questions.

Public Comment

  • No members of the public addressed the Council.

The following items were approved by one motion:

  • Minutes of the June 6, 2022 City Council Meeting
  • Financial Report for May 2022
  • Ordinance appointing Paul J. Liston as Judge of the City of Fate Municipal Court of Record No. 1 for a two-year term
  • Resolution accepting a right-of-way dedication for a section of Greenbriar Road

Vote: Approved unanimously by members present.


Action Items

Municipal Court Appointment

  • The Statement of Appointed Official and Official Oath of Office were administered to Presiding Judge Paul J. Liston.

Special Use Permit — Off-Premise Liquor Sales

  • Location: 2975 SH 66 (Homeboys Exxon).
  • Staff presentation, applicant presentation, and public hearing were conducted.
  • One individual addressed the Council in favor of the application.
  • Ordinance approving the Special Use Permit for off-premises liquor sales was adopted by unanimous vote.

Zoning Change and Concept Plan — Fate Village

  • Request involved rezoning portions of two parcels from Agriculture to Highway Mixed Use and Regional Mixed Use Transition and approval of a Concept Plan.
  • Staff presentation, fiscal analysis, applicant presentation, and public hearing were conducted.
  • Ordinance approving the zoning change was adopted unanimously.
  • Resolution approving the Concept Plan with conditions was adopted unanimously.

Mayor, Council, and City Manager Reports

  • The Mayor and Council Members expressed appreciation to city staff, acknowledged service milestones, and provided community reminders.
  • The City Manager announced upcoming Council meeting dates and a budget workshop.

Executive Session

  • The City Council recessed into Executive Session pursuant to Texas Government Code Sections 551.076 and 551.087 to discuss security matters and economic development negotiations.
  • No action was taken on items discussed in Executive Session.

Adjournment

  • The meeting was adjourned at 8:59 p.m. following a unanimous vote.
  • The minutes were approved by the City Council on July 5, 2022.
