1. Call to Order and Quorum

  • Mayor Billings called the meeting to order at 6:00 p.m.
  • City Secretary Victoria Raduechel confirmed a quorum.

2. Invocation and Pledge

  • Invocation delivered by Pastor James Gilbert, FAME Mission Church.
  • Council led the Pledge of Allegiance to the American and Texas Flags.

3. Public Comment

  • Mark Hatley, 267 Callaghan Dr., addressed the Council regarding the Fate Food Haul.

The following items were approved in a single motion:

  • Approval of minutes from January 8, 2024 Special Workshop and Special Meeting.
  • Conditional approval of preliminary plats:
    • Fate Central Commercial I-30 Frontage (Case PP-23-004).
    • Richlands Plaza (Case PP-23-002).
  • Approval of a replat establishing a public sanitary sewer easement (Case RP-24-001).
  • Approval of an inter-jurisdictional mutual aid agreement among Rockwall County cities.
  • Approval of Mayor and Council travel expenses for Rockwall County Days 2024.
  • Acceptance of the Fate Department of Public Safety 2023 Racial Profiling Report.
  • Approval of preliminary documents related to the Monterra Public Improvement District.

Vote: Approved unanimously.


5. Action Items and Public Hearings

A. Zoning Change: Agriculture to Residential Estate

Case: ZR-23-009

  • Property: Approximately 2 acres of a 7.3171-acre tract on County Road 979.
  • Public hearing opened at 6:10 p.m. and closed at 6:11 p.m.; no speakers.
  • Ordinance No. O-2024-003 approved unanimously.

B. Zoning Change: Neighborhood Transition to Neighborhood Commercial

Case: ZR-23-010

  • Property: 0.5-acre lot at William E. Crawford and Dogwood.
  • Public hearing opened at 6:20 p.m. and closed at 6:21 p.m.; no speakers.
  • Ordinance No. O-2024-004 approved unanimously.

C. Special Use Permit: Telecommunications Monopole

Case: SUP-23-005

  • Proposal: 110-foot monopole on a 5.868-acre agricultural lot at 297 North King Road.
  • Public hearing opened and closed at 6:31 p.m.; no speakers.
  • Ordinance No. O-2024-005 approved unanimously with conditions.

D. Zoning Change: Agriculture to Planned Development (Lafayette Crossing)

Case: ZR-23-008

  • Property: Approximately 266.226 acres north of I-30.
  • Extensive applicant presentations, staff reports, and Council discussion.
  • Public hearing opened at 8:48 p.m. and closed at 9:37 p.m.
  • Numerous citizens spoke in support or opposition; additional written positions were recorded.
  • Council amended the ordinance to cap apartment units at 1,150 (excluding townhomes and condos).
  • Ordinance No. O-2024-006 approved as amended; Mayor Billings voted against, all other Council Members voted in favor.

6. Mayor, Council, and City Manager Reports

  • Expressions of appreciation to staff, residents, and project participants.
  • City Manager announced the next City Council meeting scheduled for February 12, 2024.

7. Adjournment

  • Meeting adjourned at 10:23 p.m. by unanimous vote.
