Call to Order and Quorum
- Mayor David Billings called the meeting to order at 6:00 p.m.
- City Secretary Victoria Raduechel confirmed a quorum was present.

- Presentation of the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting to Finance Director Raju Anthony for the City of Fate Annual Comprehensive Financial Report for the fiscal year ended September 30, 2021.
Public Comment
- No citizen comments were made during the Public Comment portion of the agenda.
- Mayor Billings announced that public comment for Agenda Item 6C would be taken during that agenda item.
- Council Member John Brandt raised a Point of Information and a Point of Order regarding Agenda Item 6C.
- A motion objecting to consideration of Agenda Item 6C received no second and did not proceed.

Sex Offender Residency Restriction Map (Agenda Item 6C)
- The Mayor and City Attorney provided information regarding applicable state law, city ordinances, and annual review requirements.
- Public comment was opened, and multiple residents addressed the Council.
- City staff reviewed proposed updates to the residency restriction exemption request form.
- Council members addressed comments related to prior residency restriction exemption votes.
Public Funds Policy Discussion
- The Council discussed adopting policies and procedures regarding the use of public funds for legitimate public purposes.
- Direction was provided to staff regarding information and controls to be considered in future policy development.
Mayor, Council, and City Manager Reports
- The Mayor and Council Members provided reports and remarks related to community engagement, meeting attendance, and civic participation.
- The City Manager reported upcoming meetings and events.
Executive Session
- The Council recessed into Executive Session to discuss economic development matters related to Rockwall CAD Property ID 16510.
- No action was taken following Executive Session.
