Public Comment

  • Andre Jackson, 569 Kara Drive, reported that Disabled American Veterans (DAV) Chapter 137 would host a Holiday Food Box Distribution on December 17, 2022, at the Fate DPS Office.

  • Approved minutes of the November 21, 2022 City Council meeting.
  • Approved multiple ordinances and resolutions related to:
    • Ambulance service regulation
    • Easement dedications
    • Easement abandonment
    • Annexation petition and public hearing scheduling
    • Parks and Recreation Advisory Board attendance policy
  • Consent agenda approved unanimously, excluding Item 5B, which was considered separately.

Consideration of Ordinance No. O-2022-046

  • Ordinance regulating emergency and non-emergency ambulance services.
  • Motion approved unanimously.

Action Items

  • Zoning Change (Case ZR-22-009)
    • Rezoning from Agriculture (A) to Residential Estate (RE) for approximately 3.344 acres.
    • Ordinance No. O-2022-049 approved unanimously.
  • YMCA of Metropolitan Dallas Agreement
    • Resolution No. R-2022-088 approved for youth sports programming services.
  • Rockwall County Outer Loop Highway Project
    • City Manager Michael Kovacs provided an update.
    • Council consensus to request the route be as far east as possible.
  • City Council Meeting Schedule for 2023

Mayor, Council, and City Manager Reports

  • Mayor and Council Members reported on community events and expressed appreciation for staff and public safety personnel.
  • City Manager reported upcoming meetings and events.

Executive Session

  • Council recessed into Executive Session at 7:28 p.m. under Texas Government Code Sections 551.087, 551.072, and 551.071.
  • Topics included economic development agreements, real property matters, and legal consultations.

Reconvene and Actions Taken

  • Council reconvened at 7:52 p.m.
  • Authorized extension of a Chapter 380 Economic Development Incentive Agreement with Freit, LLC.
  • Authorized execution of an Interim Use Agreement for Rockwall CAD Property ID 16475.
  • No action taken on right-of-way acquisition or compromise settlement item.
