Call to Order and Quorum

  • Mayor David Billings called the meeting to order at 6:00 p.m.
  • City Secretary Victoria Raduechel confirmed the presence of a quorum.

    • Presented by Dana Macalik, Rockwall County Commissioner.

Public Comment

  • No individuals were present wishing to speak.

  • Approval of minutes from the March 7, 2024 City Council meetings (5:00 p.m. and 6:00 p.m.).
  • Ordinance No. O-2024-014 authorizing a temporary reduction of the speed limit on I-30 within the Fate city limits from 70 mph to 65 mph, as requested by TxDOT.
  • Approval of an engagement agreement with Wolfe, Tidwell & McCoy, LLP for attorney services.
  • Ordinance No. O-2024-015 reviewing and approving the Film Friendly Texas Filming Guidelines and Permit Application.

  • Motion to approve the consent agenda as presented.

Action Items

Ordinance No. O-2024-016

  • Adoption of regulations prohibiting smoking in public buildings and certain commercial establishments.
  • Presentation provided by Steve Gilbert, Director of Community Services and Building Safety, and Chief Lyle Lombard, Director of Public Safety.

Mayor’s Report

  • Mayor Billings expressed thanks to City staff and Fate DPS.
  • Mayor Billings expressed thanks to Rockwall County Commissioners for assistance with road repairs on FM 551 and service roads.

Council Reports

  • Council Member Buegeler reported Easter well wishes and reminded residents of eclipse safety.
  • Council Member Harper expressed thanks to local businesses, welcomed new businesses to Fate, and encouraged residents to shop local.
  • Council Member Kelley had nothing to report.
  • Council Member Robbins had nothing to report.
  • Council Member Deland expressed thanks to Fate DPS and reminded residents to be safe on eclipse day.
  • Council Member Megyesi expressed thanks to City staff and Fate DPS.

City Manager’s Report

  • City Manager Michael Kovacs expressed thanks to Rockwall County Commissioners for their planning efforts.
