City Council Call to Order and Quorum

  • Mayor David Billings called the meeting to order.
  • City Secretary Victoria Raduechel confirmed the presence of a quorum.

Employee Service Award

  • Mayor Billings presented a certificate and a ten-year service lapel pin to Vickey Raduechel, City Secretary.

Suburban Development and City Services

  • City Manager Michael Kovacs delivered a presentation on suburban development and its impact on city and county services.
  • Topics included the Fate Comprehensive Plan, service impacts on public safety, parks, roads, and economic development, infrastructure considerations, and business-oriented development concepts.

Planning and Zoning Commission Call to Order and Quorum

  • Chairman Steve Dann called the Planning and Zoning Commission meeting to order at 6:28 p.m.
  • City Secretary Victoria Raduechel confirmed a quorum.

Joint Work Session: Southeast Corner of I-30 and FM 551

  • Ryan Wells, Director of Planning and Development Services, reported on a work session regarding property located at the southeast corner of I-30 and FM 551.
  • Representatives from Petro-Hunt, Omniplan Architecture, and Stillwater Capital presented a conceptual master plan.
  • The Council and Planning and Zoning Commission members rotated through stations to provide feedback.
  • No action was taken on this item.

Planning and Zoning Commission Adjournment

  • Motion to adjourn was made and approved unanimously.
  • The Planning and Zoning Commission adjourned at 7:17 p.m.

Public Comment

  • Milford (Randy) Long addressed the Council regarding traffic law enforcement and expressed support for Fate Department of Public Safety officers.

  • Approval of City Council meeting minutes from May 15 and May 22, 2023.
  • Approval of the May 2023 financial report.
  • The consent agenda was approved unanimously.

City Council Action Items

Resolution R-2023-041

  • Approved the purchase of a pre-constructed restroom from CXT Precast Concrete Products for Fate Station Park in an amount not to exceed $196,747.80.

Amended Appointment Policy

  • Considered amendments to the appointment policy for boards, commissions, and City Council vacancies.
  • The amended policy was approved with one dissenting vote.

Ordinance O-2023-019 — Citation Program

  • Council discussed an ordinance establishing a citation program for enforcement of City ordinances.
  • Council directed staff to amend the ordinance and return it at a future meeting.

State Legislative Updates

  • The City Attorney reviewed new laws from the State Legislature and discussed potential impacts and adjustments.

Mayor, Council, and City Manager Reports

  • The Mayor and Council Members recognized Vickey Raduechel for ten years of service.
