  • President Bob Chambers called the Fate Municipal Development District No. 1 meeting to order at 6:00 p.m.
  • City Secretary Victoria Raduechel confirmed a quorum.

Public Comment

  • No members of the public spoke.

Fate Municipal Development District No. 1 — Approval of Minutes

  • Consideration of minutes from the July 19, 2022 Fate Municipal Development District No. 1 meeting.
  • Motion to approve the minutes as written was made by Board Member David Overstreet.
  • Motion was seconded by Board Member Cheyenna Tellez.
  • Vote:
    • Ayes: Chambers, Robbins, Egbert, Overstreet, Crabtree, Tellez
    • Nays: None
  • Motion carried unanimously.

City Council and Fate Municipal Development District No. 1 — Future Downtown Streets and Developments

  • Assistant City Manager Justin Weiss presented information regarding future downtown streets and developments, including:
    • Maps of downtown roads and downtown rehabilitation roads.
    • Downtown overlay streets listed as Apple Tree, Black Oak, ER Ellis, CB Davidson, James Glen, Cherry Tree, Dogwood, Elmhurst, Brown, and Greenhill.
    • Cost of 2013 asphalt road mill and overlay project: $363,574.
    • 2022 market value of 93 residential properties: $15,767,180.
    • Estimated 2023 property tax revenue assuming no homestead exemptions and full M&O and I&S: $46,329.
    • Statement that property tax collected from these properties over the previous 10 years would not have covered the 2013 asphalt road project.
    • Statement that these streets, excluding Greenhill, received another mill and overlay in 2021 at a cost of $212,385.
  • Director of Public Works Scott Monaghan responded to questions regarding road repair techniques and longevity.
  • City Manager Michael Kovacs reviewed potential funding and financing tools for street projects, including:
    • Use of budgeted or surplus funds.
    • Grant funding with matching funds.
    • Street fees.
    • Short-term financing or tax notes.
    • Certificates of Obligation.
    • Street or economic development bonds.
    • MDD sales tax bonds.
    • Public Improvement Districts.
    • Assessments.
    • Tax Increment Reinvestment Zones.
    • Legislative creation of a Municipal Management District.
    • Other funding approaches and coordination with external agencies.
  • Public speakers:
    • Larissa Perez, 64 Daisy Drive, asked whether Barnes Road would continue south and expressed concern about potential tree loss.
    • Mark Harper, 401 Attlee, suggested consideration of a fee for large commercial traffic to fund road maintenance and asked about phasing street repairs.
  • Mayor Billings suggested holding an additional work session during the budget process to discuss Capital Improvement Program projects.

Executive Session

  • The City Council and Fate Municipal Development District No. 1 recessed into executive session pursuant to Texas Government Code Section 551.087 to discuss commercial or financial information related to an economic development prospect involving Rockwall CAD Property IDs 16404 through 16412.
