Actions Following Executive Session

Sauce & Vine Agreement

  • MDD approved the Fourth Amendment to the Economic Development Agreement.
  • City Council approved the Fourth Amendment with exclusivity expiring June 18, 2025.
  • MDD reconsidered and approved the amendment consistent with Council action.

MDD Adjournment

  • Adjourned at 7:01 p.m.

  • Resolution adopting plat application submittal requirements (HB 3699).
  • Approval of mayoral travel expenses.
  • Interlocal agreement with Rockwall ISD for School Resource Officer services.
  • Ordinance for conveyance and abandonment of utility easement near I-30 and FM 551.
  • Action: Approved unanimously.

City Council Action Items

MDD Board Appointment

  • Bob Chambers appointed to fill an unexpired term through July 2024.

Zoning and Special Use Permit Actions

  • Rezoning from Agriculture to General Commercial and related SUP for specialty trade contractors approved.
  • SUP approved for a used car dealership office at Rockwall Fate Self Storage with conditions.
  • Rezoning request for a planned development at Memorial Parkway and Greenbriar Road denied without prejudice.

Building Permit Fees

  • Ordinance reauthorizing building permit fees approved.
  • Building permit fees for school districts reduced by 25%.

Council Schedule

  • 2024 City Council meeting schedule presented; no action taken.

Rockwall Central Appraisal District

  • Resolution casting votes for the 2024–2025 Board of Directors tabled indefinitely.
