1. City Council Call to Order and Quorum
- Mayor David Billings called the meeting to order at 6:00 p.m.

A. MOD Call to Order and Quorum

C. Performance and Chapter 380 Economic Incentive Agreement — J&K Land Development, LLC (Sauce & Vine)
- Presentation provided by Jeff Swinger, Managing Partner, J&K Land Development.
- City Attorney Jon Thatcher reviewed the existing performance and Chapter 380 agreement and explained a proposed amendment related to property conveyance and financing.
- Motion by Allen Robbins to approve the Third Amendment to the Performance and Chapter 380 Economic Incentive Agreement.
- Second by Todd Crabtree.
- Vote: Unanimous approval.

5. City Council Action Items
A. Performance and Chapter 380 Economic Incentive Agreement — J&K Land Development, LLC (Sauce & Vine)
- Motion by Council Member Robbins to approve the Third Amendment.
- Second by Council Member Megyesi.
- Vote: Unanimous approval.
6. City Council Budget Workshop
A. Citizen Survey Recap and Strategic Pillars
- Assistant City Manager Justin Weiss reviewed citizen survey results and six Council strategic pillars:
- Safe Community
- Economic Development
- Community Engagement
- Strong Financial Management
- Recreation
- Sustainable Infrastructure
B. Managing Growth
- Presentation by Justin Weiss on population growth, projections, property tax comparisons, and staffing ratios.
C. Enterprise Fleet Management Presentation
- Presentation by Enterprise Fleet Management representatives on vehicle lease savings and fleet management.
D. General Fund, Property Tax, and Building Permit Revenue Estimates
- City Manager Michael Kovacs reviewed property tax estimates and answered Council questions.
- Planning and Development Services Director Ryan Wells reviewed building permit revenue forecasting.
E. Economic Approach Discussion
- Discussion led by City Manager Michael Kovacs on economic conditions, sales tax, permits, utilities, and age 65+ property tax options.
- Multiple residents spoke requesting consideration of a tax ceiling for citizens aged 65 and older.
- Council consensus:
- Use $2.487 million for sales tax revenue assumptions.
- Use 80% for permit revenue assumptions.
- Conduct a citizen survey on increasing the over-65 property tax exemption.
F. Capital Improvement Program (CIP)
- Presentation by City Manager Michael Kovacs on capital projects, including water, road, park, and facility projects.
G. Departmental Staffing Requests
- Department presentations by Public Safety, Public Works, Economic Development, City Manager, Planning and Development, and Community Services and Building Safety.
- Council provided input on staffing priorities and requested additional information on certain positions.
H. Budget Calendar and Next Steps
- City Manager reviewed key dates and procedural steps for the FY 2023 budget and property tax process.
