1. Call to Order and Quorum
- Mayor David Billings called the meeting to order at 6:00 p.m.
- City Secretary Victoria Raduechel confirmed a quorum.

2. Invocation and Pledge of Allegiance
- Council Member Jim DeLand delivered the invocation.
- Council led the Pledge of Allegiance to the American and Texas Flags.
3. Presentations
- Proclamation Recognizing Barbara Neville
- Mayor Billings read and presented a proclamation recognizing Barbara Neville for her service as Rockwall County Emergency Management Coordinator.
- Introduction of City Attorney
- City Attorney Jon Thatcher introduced himself and expressed appreciation for the opportunity to serve the City of Fate.
4. Public Comment
- No members of the public were present wishing to speak.
5. Consent Agenda
All consent agenda items were considered routine and approved by one motion.

- Approval of minutes from City Council meetings held:
- November 12, 2021
- November 15, 2021
- December 6, 2021
- Approval of the November 2021 financial report.
- Approval of Resolution No. R-2022-001 approving an interlocal agreement with Rockwall County for municipal judge services.
- Approval of the purchase of Allegro meters from HydroPro Solutions for the AMI system in the amount of $192,500.
- Approval of the purchase of a DITCH WITCH HX-30A vacuum system with debris and water tanks for water/sanitary sewer operations from EKA Government Sales Experts in the amount of $89,427.81.

- Motion to approve consent agenda made by Council Member Hamilton.
- Seconded by Council Member DeLand.
- Vote:
- Ayes: Mayor Billings; Council Members Buegeler, Brandt, Robbins, DeLand, Hamilton
- Nays: None
- Motion carried unanimously.
6. Action Items
- City Council Meeting Schedule for Calendar Year 2022
- City Secretary Victoria Raduechel presented the proposed meeting schedule.
- No council action was required.
7. Mayor, Council, and City Manager Reports
Mayor’s Report
- Mayor Billings wished attendees a Happy New Year and expressed appreciation to city staff for assistance over the weekend.
Council Reports
- Council Member Hamilton wished attendees a Happy New Year.
- No additional council reports were given.
City Manager’s Report
- Assistant City Manager Justin Weiss reported the following upcoming meetings:
- Parks and Recreation Board Meeting — January 4, 2022, at 6:00 p.m.
- City Council Special Meeting — January 18, 2022, at 6:00 p.m.
